16-17 January, 2018 – DSG Serrano visit to Delhi

EEAS’s Deputy Secretary General (DSG), Pedro Serrano, visited New Delhi on 16-17 January [2018], where he used his participation as a panellist at the Raisina Dialogue – India’s leading conference of foreign affairs with the ambition to become Asia’s major Strategic Forum – to highlight the progress made in tackling the challenges facing the EU and to present recent developments in the Common Security and Defence Policy, notably the activation of a Permanent Structured Cooperation on Defence (PESCO).

During his visit, DSG Serrano met with the new Deputy National Security Advisor and Secretary West of the Ministry of External Affairs [*Shri A. Gitesh Sarma] to promote closer EU-India security cooperation. In addition, Mr Serrano delivered the keynote speech at Workshop launching the second phase of the twinning of EU and Indian Think Tanks under a public diplomacy project.

There have been a number of recent important developments in the EU’s defence policy – notably the activation of a Permanent Structured Cooperation on Defence (PESCO), the establishment of a European Defence Fund, enhanced cooperation between the European Union and NATO, as well as the creation of a planning and command centre for the EU’s military training and advisory missions.

Mr Serrano will give an overview of these developments at the Raisina Dialogue 2018 where he will address the session “Towards EU 2.0: Seeking Leadership in a New World Order” on 17 January. The high-level panel including Marek Magierowski, Deputy Minister of Foreign Affairs, Poland; Charles Powell, Director, Elcano Royal Institute; Carl Bildt, Former Prime Minister of Sweden;  Fyodor Lukyanov, Editor-in-Chief of Russia in Global Affairs, Chairman of the Presidium of the Council on Foreign and Defence Policy and Research Director of the Valdai International Discussion Club;  Geoffrey Van Orden, Member of the European Parliament for the East of England; and Serena A. Chaudhry, Reuters, will discuss European Union’s role as a global actor in the new world order. You can follow the panel at 18:30 local time here. Mr Serrano will also give a keynote address at the EU-India Think Tanks’ Workshop on “EU and India: Next Steps Together” which is being organised in the margins of the Raisina Dialogue on 16 January.

As staunch supporters of multilateralism and the rules-based global order, the European Union and India share a common vision of key global and regional challenges. During the 14th bilateral India-EU summit held in October 2017 in New Delhi, the European Union and India agreed to further strengthen and deepen their bilateral relations and expressed their common interest and commitment to strengthen their cooperation on the world stage, both bilaterally and in multilateral fora, on common priorities such as multilateralism, climate change, sustainable development, free and fair trade, security and defence.
